The best example is the character creation. It is like giving us a car, you play with it for 10 minute and then you realize there is a bunch missing. It is the impression Namco gave us when promoting this game. Like waauw it has a character creator .. oh but wait it is not finished and you can only play Saiyan "Not Super Saiyan" - look a likes ..

It was still decent to play but it had nothing on Tenkaichi 3, the things that made it excellent though was the effects and how the stats were done it was great way better than both T2 or T3 items RB2 was even better but it was still lacking in some places.
Simply the devs that made the recent DB games have brought cool ideas to the fighting genre, UT though should be forever banished for its criminal QTE elements and fighting, its not a fighting game anymore, its a beautiful chore (cuz it has amazing graphics).
