First It should start all the way back to dragonball then make it's way to dbz then dbgt but it should go back to the budakai 3 game weren the world tournament gives money and you buy the skills.
The story mode should also go back to budakai 3 where certian events have different outcomes so you can unlock characters and battle stages the graphics should look like the anime and maybe have a manga theme to it. Then in the game all characters should have the correct arua like in the anime as well as the correct arua of the transformations.And some ultimate attacks need to cause the player damage like Majin Vegeta's final atonement and Tien's Neo Tri beam
Like in Budakai 2 and 3

The cutscenes in the story mode could be clips from the actual anime and in the Hero mode the anime custsecens could includ the character we create in DBZ/DBGT
And you could be able to watch the anime and read the manga in the options mode. During a battle you can change scenes like in the anime
with a powerful attack he can send the opponent flying to a different battle stage. The BGM could be from Bruce Falconer and the original japanese audio, the voice over can be the voices from the older games and Japanese. The gameplay should be a little difficult but the same as the tenkaichi games and raging blast games and have a tag team battle like in tenkaichi tag team.

Hero mode:
Besides inter acting with the actuall story mode they should have more options when creating your character like more hair styles like Vegeta's and Future Gohan's and many more hair styles the clothing as well should have more options like Vegito's or all forms of saiyan armor but as well as more cloths you should be able assemble cloths like for example the turtle hermit clothing with Piccolo's cape and change the color of all parts of the clothing with the vocies of the ocean dub and the player can choose the height of the character between the height of Krillin, Vegeta, Goku, Piccolo, or Broly. If the player has ultimate tenkaichi they upload them to the new game. And this time the player can create female saiyans, humans, nameks, and androids then in any part of hero mode the male saiyan character can go super saiyan for the first time(if it is bought at the Skill shop) they can also choose if the want a tail or not.

World tournament:
This time the in the world tournament you can choose anyone to enter the tournament and be two players. And go back to ring outs but be like in budakai 1,2, and 3 but still have wide range of battle just let the stage be alot bigger.

What if:
The what if mode should be like in raging blast that you play and unlock characters. But this time it should have a what if Vegito never broke up that would mean do Gt but with Vegito.

Game Play:
The game play should go back to the raging blast series gameplay but have a few thing from older game like dragon rush from budokai 3 etc.On battle mode the intro to battle should also return to the older games where certian character vs character like for exampl Goku vs Vegeta "accept my battle Kakorot" "right lets do it" should say something then after the battle "Yes I finallly defeated Kakorot". The player can also charge the power of the blasts if the blast gauge gets to full then have like a little cutscene like in ultimate tenkaichi.
